Bulk Image Resize for Media Library, but for ENLARGING instead of Shrinking

I have hundreds of images in my Media Library.

I know there are many plugins that can do Bulk Resize, but all those I've seen only allow you to set a Max Size (you can't enlarge small images, only reduce large images)

Is there a way to enlarge images instead? eg. I want to enlarge all my 500 * 500px images to 1000 * 1000px

If the above is not possible, then is there a way to 'bulk replace' images from my local without having to go through the upload process one-by-one (assuming I keep the exact same filenames?)
