Is it possible to make a desktop shortcut to dial a number with Skype?

I'm using the newly released market version of Skype on my ADP1 running CyanogenMod 6.0. I can't seem to quit the Skype program. There doesn't seem to be any mechanism for signing out of Skype once signed in. I can kill the task, but the next time anything triggers it it think it has the right to sign in and be online again, bar nothing. Well Fring is blocked. I'm located in China. I neeeeed to make free skype calls to my family around the world. Skype Lite is not an option, has anybody cracked this cookie?

I see that Skype offers an Android version, but it only works on Verizon? Fring used to connect to Skype, but now it looks like they don't. Is there no Skype client for Android?

I have read that Fring supports doing Skype calls. I have installed Fring it but see no Skype options. How do I do Skype calls using Fring?
